| The City Education Project of Barcelona (PEC-B) is an instrument of educational governance based on community participation, strategic planning and joint social responsibility in formal, non-formal and informal education. |

The project conveys Barcelona’s calling as an educating city. Within the PEC framework, social agents see themselves as educating agents and collectively ask themselves what the major challenges for education in the city are.
This community education network performs a diagnosis and proposes a community agreement in which organisations make a commitment to develop educational projects and actions in a decided and coordinated manner.
In operational terms, the City Education Project is organised into eight thematic areas and committees, namely:
1. Leisure and non-formal education
2. Mobility
3. Sustainability
4. School success and access to employment
5. Knowledge of the city
6. Immigration
7. The media and the information society
8. Values and active citizenship
Each of these areas has a participation committee with a respective aspect of the Action Plan.
