The Municipal Plan for the Lesbian, Gay, Transsexual and Bisexual Collective brings together the set of public policies of Barcelona City Council to promote, defend and guarantee the citizenship rights of homosexuals and transsexuals in the city of Barcelona using the Council's jurisdiction, coordinating the policies of the various areas, districts, institutes, and municipal consortia and companies that respect this collective.
The diagnostic study process, lauched to ensure that the future plan was based on the broadest understanding of the situation within the LGTB community, its needs and priorities, was carried out from September 2008 to July 2009.
To ensure the impartiality and rigour of the process, the study methodology was supervised by IGOP, the Institut of Goverment and Public Policy (Autonomous University of Barcelona).
The diagnostic study consists of five parts, each with its own report containing conclusions.
